When you attack with this fist or leg it can still burn and affect you even without direct contact. This jutsu when struck directly will not only burn the flesh but the chakra of the user. Making it harder for them to control it (for 3 posts the user cant control his chakra).

The Water Clone Technique is similar to the Shadow Clone Technique except it creates clones out of water. Like the other solid clone techniques, the clones can be used to preform tasks the user is unable or unwilling to do for themselves. The range of the clone is limited however, it can not travel very far from the original body. Like other clone techniques, if the water clones are injured enough they will revert back to normal water.
(Real technique I needed to know it for the following one.)

Effect: Kengen uses most of his charka and releases a large sperce of destructive energy. If someone holds on to him while he is using the jutsu there chakra is also drained. If used in a wet envirment the jutsu is water based. If in a dry enviroment The jutsu is fire based, etc..

Like before the fact of burning other peoples chakra seems a little OP.
